golden eagle sleeve boring out. do i need a deck plate?

my machinist was asking me if he needs a deck plate or not with these golden eagle sleeves.
Im boring them out from 84 to 85mm
He just doesnt have one for the b series size engine
And wanted to make sure before doing it
Theres some red high temp silicone in the waterjacket im assuming its whats holding them in place?

Yes you do, sleeved blocks that either closes the deck or fits the block like the golden eagle will have substantial cylinder distortion with head stud torque.
I say no. Unless he has one. I have never seen distortion of a bore in many different GE blocks with multiple borings. People that have......well....sorry for your luck.

he was asking more about the sleeve pulling out of the block since he doesn't know who installed it. and I don't know either. I bought the block used.
but theres red silicone squished right around the stock sleeve cuts. does that mean its held by silicone? theres nothing on the bottom of the sleeve to show if its anything holding it in

There should not be any movement or risk of pulling the sleeve out. Golden eagle and some other sleeve installers have used silicone at the base to seal it there. The coolant jacket of the block is pressurized, so coolant in the oil is a possibility if the seal is not good

so they re actually secure in the stock seats/sleeves?

I went through this with my GE sleeved H22; machine shop had to special order an 89mm torque plate. Come to find out it didn't change the bore dimensions at all. I guess it was worth the peace of mind

well what about stock sleeves whats the difference? he did 3 stock sleeves for me already he just doesn't have a lot of imports so his torque plate is for v8 engines.
Stock cylinders are free floating by design since they are open deck. Any time you have a closed deck block you should use a deck plate to simulate any clamping distortion. You may get away with it 100 times and be fine, but if you are going for longevity then do it right or don't do it at all. That's just my opinion, but was also the ONLY reason I went with Benson Sleeves was to avoid this hassle.
