Default Fresh B16 consumes oil on decel

Alright so i've rebuilt this motor twice now and come back with the same issue. Always smokes on decel, between 3-5k rpms. It's pretty bad, like unless i stay out of gear on decel it will smoke enough to consume 1/4qt every 100 miles.

Brand new rebuild, fresh rings, proper gaps, cylinders are good, leak down and compression came back good (1.5% at most dry, 217+ on all cyl), i had the head gone over the first rebuild (10k miles ago) and had the guides replaced, a valve job, new seals, fresh surface, etc. And the PCV system is all hooked up, clean, and seem to be flowing properly.

It seems to be burning oil on ALL cylinders except maybe #1. I even went through and replaced the seals a second time with Supertechs to make sure it wasnt just a cheap set of seals.. No difference.

Everything has been replaced in this engine, and it was properly broken in with good 30wt break in oil. Hard load to 4k, decel and repeat until 250+ miles and then i beat on it a couple times but still repeated the process until 1000miles.. Truly at a loss here and i'm very frustrated.

I've searched here through the forums and tried everything i could really come across but to no avail.

Any thoughts/ideas would be great.

Engine specs:
SirII B16A
Hastings Rings
ARP Rod Bolts
Shot-peened rods
Fresh cylinder hone (de-glaze)
Lightened + Balanced crank
Buddyclub .5mm Head Gasket
Fresh guides, seals, valve job
Titanium Retainers
Dual Valve Springs
Early ITR cams (Basically CTR with .3 degrees less duration on intake)
Fresh seals and gaskets top to bottom
New ITR oil pump
8lb flywheel stg 1 clutch

did you tune the car? could be running rich and just washing the rings out

What grit hone?
P2W specs?
New pistons?

Have you taken the Intake or Exhaust manifolds off and checked for oil on the valve stems?

Have you had the head or block checked for cracks?

if ur comp test is accurate then the bottom end would generally be okay..

qustion : wat color smoke on deceleration..

dont forget when throttle is closed (deceleration) combustion chambers and intake are generally in vacuum (highest)

smoke could easily be from mishandled/improperly installed valve stem seals

vacuum on the other side of where its sealing (intake ports and chambers) sucking them oil

just another thought, perspective to check on

Very true, I noticed that once too when I rebuilded head and etc. . I'm 100% sure that I installed all guide seals (OEM, made in USA) carefully, but anyhow, by some reason couple of them leaked. It appear when started engine (little blue cloud) and in driving circumstances when I moved wide open throttle to the engine brake in high revs.
I replaced them all (OEM also, but now made in Japan) and problem was solved.

Pull the header and intake off and check the valve stems and around the guides for oil.
If you have stock pcv look in the intake manifold while its off for excessive oil.
If ports, valves, guides, and intake manifold are clean... rings are the culprit.

^^^ What he posted, I redid some work for someone and come to find out the RINGs did'nt seem to be clocked correct which i know they do move but the real bad part was some of the RINGS were upside down from what my friend told me he did'nt see the Marks or DOTs.

Hope this helps good luck.
