Default 06 civic power window issue

I just bought a 06 civic ex. The passenger window will not go down from either the driver master switch or the passenger switch. I know the switches go bad from what i've seen. I have done a bit of research but I can't find but the exact answer I need. Does it sound like a switch issue or a window motor/regulator?

Seems to me if it was a switch the passenger switch would still work.

Can you check for continuity at the switch, and if it is good, check the motor. Most likely it is moisture corrosion at the switch contacts.

You've probably already checked, but the passenger window isn't locked out on the driver's door panel, is it?
