Default fuel pump relay

I changed my fuel pump relay however I couldn't get the little bracket attached back on it. Will that affect it's ability? I don't know if the bracket serve as a means of ground or not. I'm working on a 91 Honda accord and I've installed a new pump and relay and it still won't crank. All fuses are good.

The bracket doesnt serve any purpose other than as a mount .. it wont hurt it .. however the main relay doesnt control the actual cranking of the engine

Brackets are very important, a relay is an electro-magnetic device. If it is allowed to flop around it could break the contactors with vibration due to momentum. If you broke the bracket tape it to something rigid.
