My car seems to idle a little high ( about 1000 rpms ) Is idle speed set using the throttle cable, adjustting the tension? Or does that just adjust throttle response?

 

remove the idle control sensor at the back of the throttle body/inlet manifold and find the idle control screw and turn it down to the desired rpm (with the engine running) then re-connect the idle sensor and switch of the car, and disconnect the neg terminal on battery to reset ECU, then reconnect battery again and switch on engine and let idle for a while and your done
