Car is blowing fuses

trying to remember if this is one of the ones where the VSS harness rubs on the manifold support bracket, wouldnt hurt to check it

The OP's issue can be a short on the Blk/Yel wires, connection, or a component causing the short. The following components are protected by the 1995 Civic's Fuse No. 12:
• Alternator
• Gauge assembly
• Cruise control main switch
• VSS
• Electrical Load Detector (ELD)
• PGM-FI Main Relay
• Cruise control unit
• EGR Control Solenoid Valve (VX models)

Hi, all. This all started (or seems to have started, never did this before) when the driver's side turn signal light - the same one that originally had a corroded socket and I had to drive to Central NJ to find a new socket and actual corner light to replace the original one with, I hear they go fast on 92-95 cars like mine - fell off while driving. Took turn signal light and socket with it. (Yes, you read that right. Will have to post up proper photo reply when I am at an actual computer... posting from my Samsung Galaxy Mega right now.)
Also, this car had an attempt to steal it with p/o so.. I owe you all a pic of how that is looking, too.
When fuse blows, car:
1. Will not shift from "P" to any other gear (R, N, D4, D3, 2, 1) without turning car back off, using key for "Shift lock release," and starting her up in Neutral. I do not hear a "motor" engage. It makes a "whirr" noise.
2. No speedo.
3. No coolant temp gauge.
4. No clock.
5. No TU R N SIGNALS.
Popping in another fuse solves all that...

Looks like the one directly to the lower left of fuse #4? (Looking right at the fuse block. I may need to post pics.)
It has not blown all day, though I have been using my (rapidly blinking) left turn signal super sparingly. (And no signals.. lol. And left turn hand signal.. remember those??...)

Okay, sounds like you're referring to under-dash fuse no. 15 (10A). That fuse protects the following:
• Integrated control unit
• Clock
• Hazard
• Gauge assembly
• Optional security system
• A/T gear position switch (A/T)
• Shift lock solenoid (A/T)
• Interlock control unit (A/T)
• Back-up light switch (M/T)
Can be a short on the Yel wires, connection, or a component causing the short.

The Honda electrical circuit diagrams I have for a 95 shows it should be a 10A fuse there instead of a 15A. Generally, it is not recommended to use a higher amperage fuse.

Short may possibly be in the steering lock assembly, which houses the key interlock solenoid and key interlock switch. They are part of the interlock circuit. The interlock control unit is a component protected by the under-dash fuse no. 15.
Possible late consequence of the steal attempt with the previous owner you mentioned..
