b18c5 no cel no vtec HELP!

94 si with b18c5 swap with chipped p28 no cel.. i dont even hear the vtec crossover. so far i changed the vtec solenoid and the gasket. still no vtec. and the oil level is good. please help me out

The coolant harness and vtec harness switch is the same make sure they are not reversed start off with that
