ok did the swap motor running pretty good with the LX tranny is sweet on gas. but go to smog and fail. not because of wrong motor failed emissions... 1. i know leaky injectors and it has but not bad but will be fixed. what else can be the issue that may be needing fixing? here is the VIR

I can't even read the numbers on all the other categories but it looks like you failed HC which confirms at least part of the leaky injector issue. So if you know that is an exsting issue why didn't you fix it first?

ok the Emission test as follow
__________|%CO2|%O2|____HC(ppm)___|_____CO%____|__ __NO(ppm)___
Test | RPM | MEAS | Meas| Max | GP | MEAS | Max | GP | MEAS | Max| GP | Meas |
15mph 1782|9.1 _| 2.7 _ | 91 | 305_| 185 _ | .57| 2.30| 6.49 | 815 |2056| 328 |
25mph 1953| 9.2 | 2.1 _ | 73 | 255_| 229 _| .049|2.19| 6.74 | 774 |1854| 358|

so my HC is on the high side 2x at 15mph and 3x at 25mph
but the CO% is stupid high at 3x the gross polluter limit and 14x the max.
i have a aftermarket intake with filter but its not a smog legal one. i do have a AEM sticker for it tho. could this be part of the issue. but i thought the high CO would be from unburned fuel? so my injectors may be dumbing 2 much fuel or may be locked on? i ordered a rebuild kit for them to replace the bad rings and gaskets and filter. what else could i do. i got new sparks but my wires are on the old side. im going to be getting some new ones soon any recommondation on wires? ngk? anything else from there? the cat on there is newer but it may not be 100% since it had a shitload of coolant and oil down it forem the last engine that had a blown HG. any one else have any such issues? the smog requirements are actuelly lighter on the d15b2 then the d16a6 so i should pass. just not sure what else i can do besides to double check my timing.

ok update time.

now the CO% is do to excess fuel not burning. i was scarred my compression may be the result do to the fact that i just did a head gasket and lapped the valves. well my compression test showed this was not a problem
Cyl 1/215 2/210 3/212 4/215.
was also conserned that if i did have a leak it was contributing to my overheating issue but now i just think its the old radiator and a bad sensor/thermostat sticking. damn autozone thermostats and sensors. btw i HATE BOSCH. DENSO or NGK all the way. once i rebuild/repair the injectors and replace the Tstat and catyl ill resmog and post my results.

update.
i have been running the car now for a week and have gone thru 2 tanks of gas (filled up 8 gallons each time) and i have been tracking my milage to fuel ratio to confirm the excess gas issue. however my results for milage are surpising. i am getting about 34-36 miles a galon. today i filled up the tank at 275 miles and added 7.8 gallons of fuel wich results in 35.25 miles a gallon. now i have a hard time believing that its just dumbing fuel. i think the result was from the brand new O2 sensor and bad cat. today i got my injector gasket kit so im going to be replacing that today if i can find the time after the car cools.
also to note i had a ECU Code 1,8, and 20. Code 1 is the O2 sensor, code 8 is a top dead
center sensor in the dizzy and then i had a code 20 electric load issue. replace the o2 sensor, still had a code 1. code 8 magically fixed itself same with code 20. also had a overheating issue. replaced the radiator with a autozone one i was able to get warrantied. i had a autozone thermostat (i thought was sticking, it wasnt) returned and bought a OEM Honda Tstat. when i replaced the Tstat i Notest the ground that connects to the Tstat was loose not tighten down by the 10mm bolt. so after replacing the tstat. walla ALL my ******* issues vanished no more Check engine light. now i just need to do those damn injectors and caty.

as stated before Bad ground + new O2 sensor + Leaky injectors + Bad Cat = Fail
Fixed Ground + Broken in 02 Sensor + Gasket fix on injectors + New Cat = Pass.

i Used a Bosch 02 sensor from Autozone +- 20.00
Injector Kit from ebay

Cat from my local muffler Shop for 115.00 + Tax. the total price included the welding of course but me and a buddy did it our selfs. i wanted it done right as prevausly there was like 12 different welding from 6 different pipes being wleded after cat for what ever reason. now im going to drop the cat and go 2" streight pipe out the ***. cant wait. then im going to put a DOHC ZC even tho its not legit. in 1 1/2 years my car will be smog exxempt. they will be dropping the smog machines for all cars up to 99 or 2000 and only cars from 2001 and up will be smog as they got new machines... woot woot. god my photos suck ***

His smog center address looks to read Stockton, California.
Where can I read more about this no smog machine for cars pre-2000?
Have not heard about that.

Ditto, because if it's true I'm doing the same. I've always wanted to put my DOHC ZC back in but I like not worrying about ref tickets more.

Bummer - seems you might have gotten it backwards =/

Cars 2000 and later will get an OBD2 port smog check.
http://www.smogtips.com/new-smog-law-AB-2289.cfm

2014 OIS DAD Smog Test System

Due to begin mid 2014; Model year 2000 and newer vehicles will no longer require the tailpipe portion of the smog inspection.

Late model vehicles will be administered the new On-Board Diagnostic (OBD) Inspection System (OIS) instead of having their exhaust emission analyzed while being driven on a dynamometer. The existing visual and functional test portions of the smog inspection will still apply.

The OIS will be administered using a Data Acquisition Device (DAD). The DAD will be a stand-alone test module (connected to PC) which will determine whether a vehicle passes or fails the smog check based on the data it retrieves from the vehicle's emission control computer. The DAD will be connected to a vehicle via OBD II Data Link Connector (DLC) found on all 1996 and newer OBD II complainant vehicles.

The implementation of AB 2289 is expected to reduce the time and cost of the smog check. The program will now take better advantage of a vehicle's OBD II technology by eliminating tailpipe testing and instead using the vehicle's own OBD II emissions monitoring system.

Who can smog test 2000 & newer cars?

Non-STAR smog stations will be required to purchase OIS equipment only if they choose to inspect 2000 and newer vehicles. If you own a late model car, truck, van or SUV, and you choose to visit a non-STAR certified smog station, call in advance and verify they have OIS test equipment.

You may also choose to visit any STAR station. STAR certified smog centers are required to purchase new OIS equipment. The STAR program allows participating smog stations to inspect all vehicles, but in turn requires participants be fully equipped to inspect any vehicle which comes in.

This new smog test system is already in place in 22 other states. "This new and improved program will have the same result as taking 800,000 old cars off the road, also resulting in a more cost effective program for California motorists." said ARB Chairman, Mary D. Nichols.

Currently California's smog check procedure requires all vehicles undergo a tailpipe emissions inspection to measure harmful pollutant output from the tailpipe, a visual inspection for present and properly installed emissions components, a functional test to insure the proper operation of various emission components; and as part of the functional test, an OBD II computer diagnostic check.

Under AB 2289, the tailpipe emissions portion of the smog inspection will be eliminated for 2000 model and newer cars, trucks, vans, and SUVs.

Background on the OBD II system - All vehicles imported into the United States as of 1996 have had to be equipped with an On Board Diagnostics system referred to as OBD II. The OBD II diagnostic system is designed to monitor all aspects of your engine's emission conditions and report this information to a central database within it's computer. This information is processed and checked against the computers pre-determined values for various input levels and performance patterns.

If any problems are found, the computer will determine whether to alert the driver or not. If a decision has been made to alert the driver of an emissions problem, the "Check Engine" or "Engine Malfunction" light will illuminate on the vehicle's dashboard. In more serious emission conditions the computer may even begin to rapidly flash the "Check Engine/Malfunction" light indicating to the driver, that the vehicle needs immediate diagnosis/repair attention.

AB 2289 now requires the smog test inspection to rely on data from a vehicle's own on board emissions computer to determine the vehicle's harmful emissions production as opposed to using a smog machine to sample the vehicle's emissions output from the tailpipe. This design is expected to reduce the cost of equipment at the smog station, reduce the amount of time it takes to smog check a vehicle, and reduce the cost of the smog inspection to the consumer.

AB 2289 - Makes changes to the following smog inspection procedures and guidelines:

A. Authorize the use of On Board Diagnostic II testing to expedite the process.
B. Vehicles known to release large amounts of pollution must test at stations with the highest performance ratings.
C. Stricter fines structure for improper inspections.
D. Permit the state to contract with the private sector to manage franchise-like networks of independently owned Smog Check stations.
E. Encourage community colleges and other training institutions to develop technician-training programs.

Yes, that's what I understood too. Newer cars don't have to do it. We still do.

correct but it seems only 96 and newer vehicles will be getting the OBDII smog. also i wanna note i havent had to smog my 89 EF ever. i have had it since 2009. family owned vehicle since lot day. makes me wonder if they are going to start cutting cars out of the emissions testing at 25 years. i expected to smog when i got the title transfered to my name but no. then in 20011 i expected nope. 12 nope 13 nope. 14? nope still to this day i just pay my tags and woosh im good. wtf?

Maybe you have it registered in a zip code that doesn't require smog checks.

well you could be right but it would be weird if i have to smog my new 90 EF dan and not my 89 EF Si both in a 95204 area code... but maybe its more likely that my 89 ef si just fell off into a crack somewhere. eitehr case dont give a **** no smog is no smog. woot woot.
