Default Engine code #7 TPS

Hey guys, my DX hatch with a y8 head swap has been throwing the code #7 when I am at WOT. What is the proper way to test this? Also the light goes away after I turn the car off and turn it back on. Thanks!
*note the car has a short ram and exhaust.

Is the TPS calibrated?

It was supposed to be. My buddy did it when he put a different TB on it.

Okay so I pulled my multi-meter out and the yellow wire reads 5.0. When I hook it up to the red wire and start to open the throttle it looks fine but when I hit WOT the volts are at 4.99.

Where are you connecting the negative lead of your meter?

What was the voltage of the signal wire with the throttle closed? What you "think looks fine" may not be.

You need to be specific and detailed if you care to get any help for things like this over the interweb. You're there, we're not.

I have the negative lead hooked up to the negative terminal of the battery and when the throttle is closed its reading 13.8 m.volts. and goes to 5.0 volts when at WOT.

Go to this link.
Scroll down to the part where the write up starts to use the voltmeter.

Well just went out to check things out,
1) I started by just taking the throttle body off and inspecting the TPS, to my surprise I found that the bar on the TPS that is supposed to go into the slot on the TB was broken! Going to the Junkyard tomorrow to pull one.
2) Upon further inspection of the TB I saw that there was a weird spacer on the TB wheel that looked to be put on wrong so I fixed that as well. Thanks guys.

UPDATE: I ended up buying a new TPS yesterday and put it on. Set the TPS as mentioned in the guide. Started the car up, knew I was gonna have to reset the idle cause the car was idling at 1500rpm. Set it back down to about 740 drove the car around. The idle is sooooo much smother and it doesn't hesitate at all! Very happy!! Now just need to fix this stupid oil leak...
