Just running and idling like crap
For a while now my car has been idling too high, slow to go back down to idle after releasing the pedal and fluctuating idle.
I replaced the carb from a 90 automatic that I found in the junk yard as on of the vacuum ports broke off.
Did I hook up all the vacuum lines correctly?

The accelerator cable does move smoothly and has a little slack in it.
I replaced any cracked hose I saw while installing the carb.
I have cleaned the IACV recently it was leaking water on me.
I just checked the ECU and even though the check engine light isn't on it is throwing a code 17 when the engine is started. That's the speedo sensor right?

Since no one else replied and in case I can be of any assistance:
I am assuming you switched a throttle body from an automatic to your manual transmission. Did the idle problems begin after the throttle body exchange? I could not determine in which order the problems began.
Do you still have your old throttle body? You may need to compare both of them and make sure they are the same. Are all of the electrical connections identical?
Also, are all ports going into the throttle body completely free of debris?
Have you gone under the car to see if there is a hose disconnected?
Another likely stupid question, did you bleed the cooling system after messing with the IACV? Did you top off the coolant reservoir and radiator?
These are just some questions I considered when I couldn't get mine to idle right after rebuilding the engine. The throttle body had been disconnected for a long time and had a plugged port. Using a flexible wire, I shoved it into each of them and finally found what my friend referred to a "dirt goblin". Since it still runs, it may just be a partial block or something.
Good luck. Maybe if nothing else, this will get someone else who knows exactly what is wrong.

Lastly what I think is that it needed a photonic burst treatment to get it to work correctly.
In other words for some reason after taking the FLASH pictures and putting the cover back on it has been running correctly LOL.
