92 civic si Cel always on and no start
Car will crank, but no start. Key in position 2 cel does not go off. Fresh ecu, newish ignition switch, fuses good, new main relay, ecu ground to the thermostat housing cleaned, tried reading the code and nothing...

What kind of distributor do you have? Is it an aftermarket? More importantly is the little "chip", the ignition control module that screws into the inside of the distributor an original Honda part? It would probably be light green in color and say 'Hitachi'.
I had a similar problem with my 1992 Accord, spent money and time replacing fuel pump even tho I was told Honda fuel pumps basically never fail, replaced the chip with an aftermarket BWD brand, etc you get the idea. Ultimately what got it started was I got a used complete distributor from a junkyard, complete with the original Hitachi ICM still inside (it was a minor miracle to find one still intact, trust me), installed it and the car fired right up. The donor car read 130,000 miles, but one can't be sure anymore about that.
I've been told by a long time veteran Honda mechanic that he'd rather get a used distributor than a brand new aftermarket one, at least for Hondas, he says they are just real picky with the ignition systems.
You can also try the fuel pump/main relay, which is only about 25 bucks from RockAuto.com for the same brand that your local store will charge $100 and it's pretty easy to replace, up under the driver's side dashboard area above fuse panel and next to steering column. Good luck.
