The one circled in red? Is there a bolt that goes through it? I looked in my garage for an hour and came to the conclusion that it doesn't exist. I did not see an outline on the flange (from the bolt being tightened against it) either. Timing belt experts please chime in.

Considering it's not in the diagram or in this picture...

I'm going with NO.

On mine I have timed my 99 accord an its a 10 mm bolt about a half inch long or shorter it could have fallen out awhile ago if there is no mark from it bieng there an the spring an the 14mm bolt that holds both tensioners on held that in place but yes a 10 mm bolt goes there.

An u can see in the picture above the threaded hole where that 10mm bolt would go is missing in the pic.

No bolt goes through that hole except for when you are holding the tensioner when you have the timing belt are installed and going to install the balancer belt. You would just have the timing cover bolt in there temporarily until you install the balance belt, then you remove it.

If you have a bolt in there after the belts are installed you guaranteed have the tension off.

I'd suggest this be placed in the FAQ below the TB/WP writeup. It is not too clear in the writeup, which no longer has pics for reference, what to do here.

I recently saw an Eric The Car Guy video and, similar to what the guys are saying above, the bolt you see to the right gets stored there during one of the steps and then put back to the right where it came from.
