Default throttle plate not sealing... idle problem...

is the throttle plate supposed to seal completely when closed or does it have to let some air in? when in idle if i close the IACV hole and FITV hole with my fingers the rpm drops but the car does not turn off, so i started looking for vaccuum leaks and touched around the throttle plate and it is letting a little bit of air in thru the top only. is it supposed to do that? if not, is there a way to help it seal better or do i need a new throttle body?? my idle problem started after i cleaned the throttle body so now it makes sense..

Although the throttle is 'closed' it is not sealed shut. If no air could pass by the throttle blade then the engine would die.

BTW, since this is part of your ongoing FITV/IACV diagnostics, I would suggest having it moved into your previous thread. Keeps those of us participating/interested, participating/interested.

*It can be hard/annoying to follow multiple threads on the same subject(poster/car/issue).
