Door locks not going down when cold out

Door locks not going down when cold out
Replaced drivers side actuator on 2003 Honda Accord V6 and am still having this problem when the weather is cold. When it warms up, the locks go down.
Does not matter if I do it manually in the car or with the key remote.
Window master switch? Is there something else that I need to do first?
