Del sol rear bumper center bolts not reaching

Del sol rear bumper center bolts not reaching
Awhile ago I replaced my rear bumper on my del sol after I was rear ended. It wasn't bad and just left the bumper and license plate frame dented a bit. When I purchased the new bumper I went to install it and I hit a problem. No matter how hard I try I can not get the center 2 bolts to reach the holes, they line up perfectly but are about 1/5 an inch from reach the holes. Now my first though was maybe I got hit harder then I thought, but everything lines up perfectly. Does any one have any I deals on what to do?
