Default b16 idle problem

I have a 94 civic with a b16 swap after it gets warm it idles up and down from 700 to less than 500 and it dies sometimes. It idles up and down in gear or out of gear. I've checked for air in the coolant and I found some but it still idles the same. There was a hose missing that goes to the throttle body I replaced it but it didn't seem to help. I also checked the IACV but it looked pretty clean. I don't know what else to do.

Pull and clean the IACV as well as the FITV. Once you've done both of those things, bleed your coolant again. Is your CEL on? Does it work?

The cel isn't on. When I turn the key on it lights up for a second so I'm assuming it works.
