Default Another b16 Idle Thread. (I've searched..)

I've searched the other forums and still haven't found a resolution to my problem, so here goes...

I've had a rough idle on my b16 civic for about a year now. I'd clean the IAC every time it got bad and it would help fix the prob but never fix it. I've checked for vacuum leaks, bled the coolant system, and just yesterday put on a new IAC that I purchased, and still NO GOOD. I'm running out of options, wondering if anyone has any advice..maybe map sensor? Of course, when I unplug electrical from IAC it doesn't flux, but then it doesn't accept throttle either.

Also, I don't know if its related, but when I'm just cruising at a steady throttle down the highway, I can feel a slight increase in power for a few mins, then my car goes back down to its.."boggy" state is the best I can describe it

rough idle as in variating between 1k-3k for maybe 10 mins everytime i slow down to an idle, then being normal.
