MAP are these readings normal

Icon2 MAP are these readings normal

My car is showing hesitation and some times bogging (cant go above 20 km/h even with full throttle).

I Tested the MAP

Switch On Engine Off
2.8Volts

Idle
1.2 Volts

Sudden Full Throttle and leave
2.7

Continous Full Throttle
2.7 and then keeps decreasing to 1.2 Volts

My Question is that these readings are normal?

With the key to ON and the engine off it should read as 0inHg, which would be same at WOT 0inHg since there is no manifold vacuum, which would be closer to 5 volts.

I'm guessing a dead MAP sensor, but before replacing that, back probe it with a DVM to monitor voltage outside of the ECU/PCM and before that make sure the air filter is not filthy, and that the air intake has not inhaled a small bird or mammal. But since it does it with the KOEO I'm guessing dead MAP. Check all ground wires and cables too.
