Timing Belt Popped
About to go on a cruise with friends and right before we get on the highway (1604) my timing belt broke. The car cut off and I tried cranking the engine for a second and then pushed car to the side of the road...
Did I do any damage to the valves?????

Honda's aren't non-interference engines.
i.e., your timing gets too far outta wack / snap your belt and it's very likely that you caused your pistons to make sweet sweet metalic love to a valve or two.
Good luck.
p.s. no there isn't really a way to tell if you did / didn't without replacing the tbelt and doing a series of compression tests.
You'll likely have LOW compression on the cyls that were damaged, or NO compression at all.

So I removed the valve cover, AC, Alternator, and power steering belts. I tried turning the crank pulley and met some resistance. WTF is going on??
P.S. the cams are not TDC they're way off

did you pull the timing belt all the way out before you tried turning it? pulling the head off is still the preferred way to fix this problem for sure...just a thought.
even if it looks like your valves weren't damaged you need to take them out and check them. they won't always be bent way out of shape. doing a quick valve job will ensure you have compression once it goes back on. check this video out
