cruise controll is controlled by a cable. have you tried diagnosing your cruise control unit?

look up the civic factory service manual. you can find links to it in several places. check the troublshooting section on the cruise control for specific tests.
Things you want to check that are quick and easy before that:
vacuum lines. See if they are connected and not broken/leaking. one goes from the intake manifold to the canister mounted by the clutch master cylinder. the other goes from there to the actuator. also make sure the canister is OK.
like the poster above said, check the cables. sometimes the plastic ends on them break and they don't pull properly. also check the little rubber nubs that the brake and clutch switch contact. If either of these is missing then cruise won't come on as the switches are tripped and telling the cruise to cancel.

What do you mean when you say "the cruise light still comes on"? What light are you talking about?

If you're talking about the indicator lamp up in the instrument panel, then the problem isn't the switch on the clutch or brake pedal. However, if you're talking about the little green light on the cruise control switch over by the dimmer control, then it could be anything, including either the clutch or brake switch.

So what light are you talking about?

Check whether both vacuum hoses are connected - actuator to tank and tank to intake manifold.

Check for spider webs inside the big tube under the actuator
Check inside both ends
