Default Alternator Over Charging SRS lights come on and off while driving.

Hey guys in definite need of a little help here. My 1999 Civic HX is really giving me some problems lately. The car has been running extremely poorly, While parked or driving all of the lights in my car/headlights and on my dash flicker and pulse excessively, when it starts doing this severely the SRS light starts flashing on and off while im driving or while parked. This problem is extremely intermittent and can one day run excellent and the next day it seems like my car is going to fall apart while driving. I had the alternator tested and it was overcharging and putting out 15.4. I tried cleaning up some of the wiring grounds and checked my fuse box. No blown fuses. I think that it is either my timing belt or alternator belt that also makes a slight squeaking noise that is in rhythm with the pulses so im sure the two are interrelated. Any advice?
