sometimes my dash lights don't work when i'm driving. other times they're fine. i have no idea whats causing it.

 

Sounds like a failing dimmer switch or lose connection

Is it all the lifts or just the cluster if it not all the light on the dash then its just the connection to the part loosing light

Confirmed, i have a 94 Civic Ex and my cluster and climate control lights would work on and off. Dimmer controls still worked like sunroof and dimming when it would work but as soon as i switched out dimmer all lights worked again.

 

check the dimmer switch as suggested above, That is what my problem was.
