no, it will never be a clean title. it'll just turn into a R title (reconstructed)

turning a salvaged car into a clean car (what you are suggesting) is illegal.

like the first reply said, no you cannot. if this isn't your car or a close friend/family-member's car, then I suggest you get a carfax for the car to see if it was actually salvaged due to theft. hondas/acuras change hands A LOT and there are quite a bit of shady people involved in the scene. your best bet is to just verify yourself and make sure there are no frame issues with the car, in case they're saying "salvage due to theft" just cuz the guy who they bought the car from said that

nothing wrong with a car with a salvage title from theft. you just gotta turn it into a r title to get it registered/inspected. and it's no different from registering it as a regular title. it's just that the car is now got the stigma of no being a clean car.

i drive a civic with a r title because of theft. only problem i've had with it is when i tried to sell it. no one really wants to buy a r title car. so if you buy it, you might be stuck with it for a long time. so if you're not sold on keeping it for a very long time, don't buy it.

The only problem with salavage title is resale value on them is horrible. Other than that just inspect the car before you buy.

Another thing to consider is that some insurance companies doesnt insure salvage vehicles. Most companies, you will not have a problem, but I have seen some that says that they will not insure them.
