Icon2 d15b2 can't get timing right

306k miles it failed inspection and burnt up a valve, no compression in cyl#3.
tore it down, put used valve in, lapped them all.
New timing belt, tensioner, water pump, valve seals, head gasket, plugs, wires, cap and rotor, o2 sensor, fresh gas, and a bunch of gaskets.

When I got it back together and running it was smoking really bad and smelled like raw fuel. The sparkplugs are black and wet almost like its running very rich.

Checked compression and its 115-120 across all 4. Spec is 185 but I was told by a few people that it's fine as long as they're close to each other.

I put new injector gaskets on and it fires right up now. Before it would take a couple cranks to fire up.

The timing is still a little off, but from what I can tell not by a full tooth. I checked it twice already and it seems to line up like it should (two lines with top of head and white single TDC mark.) Screwdriver in the piston says the white mark is dead on. The two marks might not line up 100% with the top of the head but it's pretty close from what I can tell, if I move it a tooth either way it's noticeably off.
I tried adjusting the distributor cap with a timing light and the connector jumped to set it correctly but it's turned all the advanced and out of room for adjustment. The timing mark is between the 3 marks and TDC mark about 3/4 of the way to where it should be.

If anyone has any ideas I'm open to any help I can get. I unhooked the exhaust from the header thinking it was something in the cat but it did the same thing.

Are all cylinders running super rich? Is there fluid coming out of the tail pipe? Check for cylinder misfires. Unplug the spark plug wires individually and listen for a drop in idle. If one cylinder doesn't drop and the idle stays the same, thats your problem. Your fuel injectors may be staying open, but it doesn't seem likely based on what you did to the engine. Timing shouldn't effect it this much. I'm not sure how SOHC work with the rotation of the cam and TDC. Maybe you have it like 180 degrees off or something. Not really sure.

Basic things first. Make sure your spark plug wires are in the right order and you aren't just messing up the firing sequence. Try new spark plugs. Try opening the cylinders (removing the plugs) and letting the gas in there evaporate if you are having issues with too much fuel.
