What's up with this dam rice burner, No power going to the fuel pump, power going to the distributor but no spark from the coil ( Igniter is good, coil is good ) and scan tool cannot comunicate with the computer. Note: My brother has the exact same model and year and scan tool has no problem reading his

cel light stays on, so far i have changed main relay, no luck with that. I'm begging to think that the metal this car is made from is cursed
The fuses are good, cleaned and sanded connections on the thermostat housing and no i hear no clicking when i turn the key. Thank you all for your consideration.

That being the case try a known good ECU/PCM. They don't fail often but when they do they will act like that.
Yes the engine turns over with the key, the spark igniter tested ok at auto zone, coil is good ( replaced it with one from a car that runs ) The distributor is getting power but i get no spark to the plugs or with cap off out of coil to a ground. Fuel pump works is you apply 12vdc to its ***, no power going to it when key is on / running position. Fuses are good, replaced them anyway. PGMFI relay is good / \ switched one out from a running vehicle and it will not scan /it reads no communication or something along that line. I added a ground to one of the terminals on the pgmfi relay and the fuel pump will now run with the key in the running position but i don't think it's the safest way to do things // it will just keep running with the motor not turning over ( no doubt )

Where did you add the ground wire to the main relay plug? Post pictures or describe, and then remove it, if you haven't already.
At the unplugged main relay plug, test whether battery voltage reaches the terminals from fuses 13 and 44. There's multiple electrical tests to do there and at the ECU plugs.

added the / a ground to the green wire with the yellow line running along it. yes i removed it.
My nephew's model civic has the same pgmfi relay and i have switched them and his civic is working fine with the one that came out of this one.
Since the pgmfi relay only controls the fuel injection and the fuel pump ( I'm thinking? ) and i am also getting no spark / even though the spark igniter, pickup coil, coil rotor and rotor cap are all good ( as i have switched the entire distributor with my nephews and again his is running fine ) and there is 12vdc going to the distributor from the wiring harness plug / possibly the pgmfi and the distributor share a common ground that if f-ed up somewhere in the wiring harness. Do they share a common ground???? And yes i have both sanded the connection area on the thermostat housing and cleaned , heated, fluxed, tinned and added solder to all the ground wires at their crimped connection ends at that thermostat housing
