the intake manifold an TB have a HUGE effect on how the car runs, you definitely need a re-tune. your tuner is a moron for saying otherwise. the cel also means you have other issues as well, and the cel flashing means you have really big issues. jump the service connector and retrieve the codes, that is the very first thing you need to know. you also should not be driving the car at all if it has a cel, especially a flashing cel.

I believe there's a two wire service pin on the passenger side of the car. Should be by the kick panel or lower right side of the glove box

the blue wire is not the service port, that's an ignition signal output. you need to find the service port, should be a yellow, blue, or green plug with TWO wires. stick a paperclip in it to jump both wires together, with the ignition on but the engine not running

which means code 7. which means because you have internet you googled "Honda trouble codes" to determine what code 7 is, because I know you're not so lazy that you're spending time typing it out on here but not doing a quick google search :p
P.S., the google search will redirect you to a thread here on HT

WOT voltage does not matter when adjusting the tps. 0% throttle is what you need to set exactly.

dafuq did I just read?

dude, that's why you have a code 7, either the tps is fried, or its installed wrong. it should not be staying at 4.3v. stop driving the car and fix the thing the right way

seems we have a failure to communicate properly.

OP. Use complete sentences as if you are educated so people can understand you.

this also has NOTHING to do with ALL MOTOR/Natural Aspiration engine tech. Either provide us with data that can actually help you, or i suggest doing a bit of research on how to work on cars.
