Default 89 Civic VSS causing limp mode?

First I'll say I've tried searching this for a while with no direct answers.

That being said, my car's VSS isn't functioning properly. I'm under the impression that the VSS is on the back of the gauge cluster. I've been wanting to swap to a cluster with a tach anyways, but I diverse...

The car is throwing code 17, obviously because I have a malfunctioning VSS. The issue is that every now and then it will throw this code before the car even starts, and it completely prevents the car from starting. Is there any way to get around this? I'll replace the cluster soon, but I'd prefer not to be late to work again this week because of it.

I didn't realize a failing VSS can cause the car to not start at all.
