speedometer is not working help!!!
i tired changing the fuse #15 and its not that. i have a honda civic 99 coupe with a ctr cluster. it was working fine then it stopped working everything else works fine except for the speedometer

Could be the cluster itself or the VSS. I have heard both cause the problem and it just happened to me and tried both fixes...turned out to be VSS sensor.
EDIT> Mine didn't throw an engine code unless you drove for about 30 mins or so. I state this because some people say if you dont throw a code than it is your cluster, but the code can show up after a while of driving.

There are three splices in the dash that originate from the VSS, to other components in the car, the PCM, the speedo, and the cruise module (if you have it). If you do not have a CEL 17 for the VSS, I would suggest looking at your cluster wiring or the cluster itself.
The PCM will not throw a code if the speedo doesn't work, only if the PCM doesn't receive the signal. Run your car past 4000rpm in 3-4 gears after a full warmup to set the code (if it will set one).
VSS plug is one of the most common plugs to foul out with coolant and other crap flowing down the bellhousing, many times the pins rust completely away, breaking contact from the sensor, nearly every speedo issue I've ever dealt with personally was due to this, it also happen to myself after my B16 swap.

Sometimes the plug form the wiring harness goes bad. Try splicing in a new one and see if that helps. It happened to me before.

yeah i have that same problem the vtec doesnt kick in because of the stupid speedometer. also the cruise control doesnt work

If your speedo doesn't work, cruise niether, and vtec does not work, the speed sensor wire is either not making contact in the plug, or the speedo head is bad. If you have rewired anything in this car, you best make it known so that you are not playing games hunting down breaks in your own wiring.

It's neither the cluster nor the VSS.
If fuse 15 keeps blowing there's a short in the system some place.
There's 2 likely places this can happen:
1) Secondary O2 sensor - where it passes out under the chassis, rubbing up against the chassis and grounding out will cause that.
2) The VSS harness that goes underneath the intake manifold rubs up against the intake manifold bracket, cracks, grounds out to it, and the same happens.
Basically it's DEFINITELY a short in the harness of:
- VSS harness
- O2 (primary or secondary) harness
- Evap purge harness
- Alternator Switch Harness.
They're all connected to fuse 15 and shorting any one will backfeed and pop the fuse (causing your speedometer not to work).
To get to the harness under the intake manifold the honda TSB says to go underneath - but I reached up there...but the exhaust header, axle, and rear engine mount are DEFINITELY in the way - I'd suggest removing the intake mani - just remember to change the gasket, it's like 10 bux from Honda.
Start with checking the wires on the secondary O2 sensor first.

Did it rain or any type of fluid get in there? That is one of my current issues. It sucks doesnt it....
