Install it and find out. If you keep your foot out of it you should. But you won't.

what does it mean? i thought vtec was vtec, does it just take longer to kick in or what? can you upgrade a d16? or any others to stage 3 or even stage 2?

It isn't stage 3, it's 3 stage. There are three "stages" of vtec engagement for the head. No vtec at low RPMs, partial engagement for fuel mileage at mid range, and full engagement at high range.

Full engagement at high range is what makes that oh so sweet waaaUUUUUUUHH sound in the high RPMs.
AFAIK most VTECs after 95 are 3 stage is that correct?

Also OP. I would think not because you'll drive it hard as hell.
You could go and do a long normal highway drive and test it but it's probably not going to be much.
You'll mot likely notice less fuel because you'll be wanting to kick that turbo in

ehhh i am not a fan of the 3 stage d series at all.. d16z6, zc sohc vtec, and d16y8 from what i hear are the better d series to have rather than a d15b

i imagine it boosted could be fun, a b18a/b or b20 swap would yield excellent torque and boostin it would be rewarding.

Nope, can't do that ECU trickery, we only have the technology to carry 128GB in our fricken phones.

The 3 stage head is for fuel economy. It offers nothing as far as performance gains over other heads. In fact it performs worse than most heads
