92 vx cable reel/clock spring

Default 92 vx cable reel/clock spring

The horn on my 92 civic vx doesn't work, but the srs light is not on. Could the reel still be bad? I checked for power to the horn wires on my wheel with a test light and got nothing. What's should I do?

The wires going to your horn in the steering wheel should be a ground. You should have constant 12V at your horn and not your button

Check the horn relay on the side of the under dash fuse box. White/green wire is power. If you have power then try grounding out the blue/green wire of the horn relay.

Check all fuses.

I checked all the fuses and I looked for the that relay but didmt see one
