Icon2 Transmission Pulled. Questions

So I pulled my 1999 Civic Coupe Ex D16y8 Transmission.

1. The 1 1/2 thick plate thing with teeth spins regardless of what gear I click it into by turning the little **** with a flat head etc.. Is that normal?

2. Is there anything else I should to the transmission to check if its ok or in good condition or something? Basically a light maintaince test,

This Is just one problem of out of a few that I have to solve. The auto shifter would not go into reverse or park only neutral drive and 2 or watever. And I think it may be the torque converter I'm talking about. It connects to the flex plate with 8 screws.

Might want to give the backstory on how your transmission came to be in the condition it is.
