Default Egr wont open

Ok im new to this page but yall have helped me before alot so im hoping yall can again.
I have a 94 honda accord f22b1 and the egr wont open.ive cleaned the egr ports twice. The egr holds vaccum if you pull it open and put your finger on it. Ive replaced the lift soleniod too but still no luck on it actually opening when it revs up. Ive also check the lines and they dont leak. Can anyone help me???

You need to be more specific as to what the problem is. I can't even tell what it is you're saying.

Are you vac on the "other side" of the solenoid? I know the vac line set up from the drivers side to the valve can be confusing to follow.

What are all of the codes you getting?

So the lift solenoid is not functioning, yet you have replaced it with a new unit?
Have you checked the wiring going to the lift solenoid itself?

IIRC there are three ports on the solenoid, and one goes to a check valve or assembly of some sort.

I checked them with a volt meter and im getting 12v to it

Also for awhile i had the egr capped off bc it would surge like there was a bad vac leak but only when the egr is hooked up when it was capped it didn't do it just i tried to fix it bc when the car warmed up there was no vtec bc it was in limp mode

Has there been any work done to the car recently?

If you have vac to the solenoid, apply 12 to it. Verify that there is vac on the other side of the soleenoid.

I've seen the vac lines on these get switched around more than once - usually there was engone work done.

Follow #16 hose from the egr back to the solenoid, can't see it in this pic but you should get where I'm going.

PS- the red arrow was for someone else having an issue close to yours.

Ok, the way it works is that the intake manifold vacuum hose goes to the vacuum control device...then the vacuum control device goes to the egr solenoid..then it goes to the egr valve...that's how the system works....

the vacuum control devices regulates vacuum to around 8 inches(just trying to remember from memory) to the egr solenoid...then the egr solenoid will have battery voltage all the time on one side and the ecu will toggle the ground side on and off so that there is around 4 in going to the egr valve while the car is at a steady cruise.

the only test the system(obd1) runs is that it uses the lift sensor at the top of the egr valve to see if the egr valve is at the correct lift when it applies the ground to the egr solenoid
