rpm restriction problems
ok so a month ago my 95 civic got rod knock, I replaced the d15b7 block and got it all assembled on sunday, the last few days i have been fixing common problems, one thing i cant figure out is why my car bogs out and wont let my rev exceed around 3500

ya i got 10 which was my intake air temp sensor, and 14 my idle air control temp, but I cleaned my iacv and reset my ecu, but still cant get the restrictions to stop
