Default Idle Position Sensor?

I have a d15 in my 95 civic coupe.
I bought it from a friend who got it from a dude he knew
its a fixer-upper, but it runs fine.
I want to get it on the road soon but theres one issue that bothers me
if i rev it up at all, it will fall back down and go up and down from about 750 to 1200 rpms
thats a guess, cuz it has no tach. but my friend said i might need an idle position sensor?
but idk it usually quits doing that after a minute or so
any ideas?

I kinda had that problem with my swap on GSR, but I found out that I still had air pockets in my coolant lines and I had to get all the air pockets out of the lines and motor etc and then it went back to normal.. not sure if that's your problem or not but just make sure that you got all the air out.

Also clean the FITV and IACV on the throttle body. Is the CEL ON?

by idle position sensor... the guy meant idle air control valve (iacv). and as was said above try cleaning the fitv to. air in the coolant system and vacuum leaks will cause surging idle as well.
