Icon2 OBD1 to OBD2

Hey i need some help. Im looking to buy this civic and when i went to see it the check engine light was on and he told me to not worry about it. He said its a OBD1 to OBD2 jumper harness and that it always throws a check engine light no matter what. seems kinda sketchy to me so i just want to make sure before i buy. Thank you.

I use a jumper harness on my car motor is obd1 car is obd2 so i can use a p28 since you can't chip a obd2 ecu. Maybe bring a obd1 ecu and code reading and see if anything pops up

depends. what year is this civic? if it's an obd1 car with an obd2 ecu, then yes it will always have a check engine light.
