I bought a 91 CRX Si with a Z6 swap about a month ago, just noticed this sticker on the underside of the hood. I am sure it has something to do with a Ref / Smog shop.

Anyone know for sure?

Looks like the reman sticker off a long block.

 

That is a standard engine serial number sticker that is supposed to be on the upper timing belt cover. This sticker is on every single Honda engine from the factory to identify the "complete" engine number to match with the vehicle it was originally installed into. Not the same as the block stamping which tells you the first 2-5 Engine "series" digits.
