The year is stamped on the block by itself. It's right around the center of the head on the front. It will have a circle around the 2 numbers, with an arrow between the numbers pointing to the month it was manufactured. Like this:

Date of Manuf. Feb, 1996. And on the right is the arrow pointing the day(s): 1. So, it's made on Feb. 1, 1996.

Correct, but the head is part of the engine right (as the OP was asking)? I have no idea where the date is located on the short block, or if it is at all.

Your engine is a D15B. The bigger numbers and letters are your engine code. I personally don't know what the numbers underneath it mean (the 2099993), maybe the specific engine; like block #2099993 that was manufactured that year or something.
