I have a1991 honda civic d15b2 that i recently had head work done because I had a broken exhaust valve in cylinder 3. I had the head checked and valve seals replaced now it had blue smoke coming from exhaust. I looked down the spark plug tubes and number 3 & 4 look wet 3 is more wet. I put a paper towel in the tube and check it was oil. Could the valve seal been put on wrong.

Valve seals won't cause that, you need a valve cover gasket set it will have seals for
the spark plugs.

Sorry there's oil in the piston cylinder not the spark plug tube

Compression test followed by leak down test.

That's good. So maybe nothing catastrophic has happened.

Leakdown test will help you determine if the problem is in the head or the block.

Can't I just put compressor air and listen where it's leaking from since I know its leaking

Then you are imagining the smoke because nothing is leaking oil.
