Default Slightly high Idle on my B20 EM1...Is there a way to adjust???

I'm sure this has been covered in previous threads, I've tried looking for the solution, but to no avail... I have a B20 in my EM1 and after finally getting the clips in order, which removed my CEL (thank God), my car now sits around 100-1300 RPM when the engine has gotten to temp. Occasionally, it will drop down to 900-1000 RPM, but rarely and only after it sits at 1100-1300 for a good 30 seconds.

My question is:
Is there a way that I can adjust the idle speed?

I read in older threads that cars made in 96 or older had FITVs, but cars newer than that did not (unless I am mistaken).

I have cleaned my throttle body, my throttle cable is snug, but not too tight, as I loosened it to see if that would remedy the problem, which it did not. I put a new (bought it used, but new to me) IACV on yesterday but that did not change anything either.

I also browsed through the FAQ sticky, but the link to the "99-00 B16a2 idle speed" thread had a broken picture link, so I couldn't view it from my computer.

Does anyone have any suggestions?

EDIT: I have also checked for vacuum leaks, with no signs of any being present.

EDIT: I tried adjusting the idle adjustment screw, I tightened it all the way and the idle only dropped to 900. It also would lose power revving up to 2k, where the rpms would drop until i gave it more throttle. So, I adjusted the screw back to about where it was before.

EDIT: I cleaned the IACV with carb cleaner. No change in idle.

Is the throttle cable adjusted right?

Make sure you done have any vacuum leaks, that will cause a high idle.

Forgot to mention that in OP... I have also checked for vacuum leaks as well... I will put that in the OP
