Default EPA engine compliance letter? (military shipment)

I have a B16 and a B18c that are stripped down to the crank, cleaned, packed, and ready to be shipped in my military TMO. Talked to the OIC and he advised me to attach the EPA compliance letter to the block so they dont get impounded at customs. Hes also giving me a declaration form to fill out as well.

I checked the EPA website and googled it, I couldent find anything.

Somone has to have the papers for the B16/B18C.....Its scheduled to ship out in three weeks....please help.

I'm just saying. I just tried to find such a document on their own website and got 2,350 results. Possibly the document is even called something else officially. I'd get it from the horses mouth

If the EPA dosent respond I guess I will ship everything but the bare block through the Military. Snail mail the block(s) USPS.

Where there is a will....there is a way. I figured somone has done it before.....

BTW, why don't you consider it engine parts, instead of a complete engine/s ?

It's a military shipment. TMO's OIC stated if there's a block... It's a engine.

Update: movers came (ATP) and packed everything minus the blocks and exhaust. Cost me $50 in beer and water. Everything was labeled as "tools" by the movers.
