Icon2 95 Civic with codes 1 and 43

Alright so I've been having a problem for a few months now and I've asked around and been looking through the forums but can't really find anything that pertains to my situation.
I've got a 95 dx with a d16, and my problem started when my CEL came on. It would come on and turn off. I jumped it to pull the codes and got code 1 and 43. So I replaced my oxygen sensor and now this is where it gets weird.
When first started my car idles high, normal from what I've heard, once the computer adjusts and the idle drops the CEL turns on. The car runs fine but the light is on. But when the computer adjusts and the CEL doesn't turn on it "sputters/hesitates" in the 2500-3500 rpm range. It does it through every gear around the same range.
I don't even know where to start

How's your fuel pressure? What O2 sensor did you use?

Sorry kind of a newbie. I'll have to look to see how to check fuel pressure and get back to you on that. Just a Bosch from autozone

You can check your fuel pressure the ghetto dangerous way. Unscrew the top bolt on the fuel filter. With the ignition in the first ON position the fuel pump should prime, and you should see a fire hydrant like stream of gasoline come out of fuel filter. Please do not catch yourself or your car on fire. A smart ghetto man would put a hose into the fuel filter and route the gasoline into a container. If it's just a dribble your fuel filter is clogged and needs to be replaced. It's a common thing on older Hondas
