Icon2 Need help 93 hatch z6 idling problem

Alright I'll put as many details as possible. I have a 93 civic dx model that has been swapped to a d16z6. I started having the Honda idle so I figured I would clean the iacv. Cleaned it with throttle body cleaner reinstalled and te car started running rough bogging on acceleration. I figured the iacv just gave out. I purchased a complete intake with all different sensors an installed it with a new intake gasket. Now when I first start up it is bogging for a second then idles at 1200 rpm fine. But if I shut it off an turn it back on it idles erratically from 100-200 rpm and if I drive it, it almost does when I come to a stop. The map sensor does not change the way it drive but I tried 2 map sensors as nothing changed. If I unplug it no change in the erratic idle. If I start it col though it idles for but sometimes fluctuates from 900-1200. Any thoughts

I thought fitv is only in cold start up? I did burp the system and sometimes if you hit the gas a few times while it is bogging 100-200 it will jump up and start fluctuating at 1000-1300
