Default IACV issue

I have a 97 hatch with a "Mini-Me" swap in it that I need to smog(Star smog). I bought the car this way and its been really reliable so far(I had it for a year now). I need to smog this car and I thought by putting the stock pcm back in it would be fine. Apparently the p28 that is in is tuned to make it run cause when I put the stock pcm in I have a Cel for IACV circuit. I did a little digging and found that it was a 3 wire made to a 2 wire IACV. So the orange signal wire is not even attached to anything.
The p28 has an adapter harness that it plugs into to work but I guess it is not hooked up to OBDII port.

Is there a way around this ?

the P2E is the d16y7 ecu and it uses a 3 wire iacv. you need a P2P, that's the ex ecu that runs the 2 wire iacv

Yes Vtec is already wired in and its running on a p28 ecu. It runs good with no problems and I get great mpg(37-41mpg hwy).

Ok ! I purchased the p2p, knock sensor, and installed a new used Cat. Just need to wire up the knock sensor and potentiometer(for the fuel pressure sensor). I should be ready for smog in a day or 2.
