98 civic ex speedo question

Default 98 civic ex speedo question

So i just picked up a 98civic ex 5spd for short money. After making it run(had a bad coil) im moving on to the speedo issue.
It'll read either 32 or 65mph all the time. I dont believe the odometer is working either although i havent checked personally, guy i bought it from said neither worked.
I've been reading through previous posts and i found how to check the voltage on the sensor but i'm curious if i plug in my obd tool and get a good speed reading the sensor is good and the speedo in the dash is bad (except for Maybe a bad connection somewhere) and if i do not get anything from the obd tool the sensor is bad. Will this work? Itll be a lot easier than jacking it up and going that route.

Oh yeah. No check engine light.
I guess i just want to know if the speed data goes to the ecu before the multifunction unit in the dash or after or if it's a separate signal.

The speedometer is controlled by the VSS and ECM/PCM. With no CEL, it is a bad wire or speedometer. Pull the gauge assembly out and check for voltage from the blue/white wire (16 pin connector) while rotating wheel. If there is pulsing voltage the speedometer is bad, and if there is no voltage it is a bad wire.
