That is normal due to it being meant for a RHD vehicle.

I noticed that my 96 spec is like this, I would recommend just replace the mirror lens with normal LHD ones, I imagine that's possible

I just did this a few months ago. If you have the time and the patients, remove the pins from the power folding JDM mirror plug. You have to do it for both JDM and USDM. I used a paper clip or a small flat head screw driver for screwing eye glasses screws to try and De-pin the clips. The power mirror motor will fit in the USDM mirror housing. Mines was a 2000 integra, I wouldn't see why 98 and up mirror housing wouldn't work. The hardest part is to get the pins out. On the USDM mirror harness from your car you need to add one pin for both side passenger and driver side as the JDM mirror has five pins. I can't remember but it I think it controls the folding operation. If you are curious take the JDM mirror and a piece of paper or something and draw an outline of the mirror. Take your USDM mirror and try to place it in the outline you just drew. As you can see the angles are off. That is why I took the time to remove the power mirror motor and put it into my USDM housing. This way everything will work correctly just like normal. Just replacing the mirrors with USDM mirrors will not really fix the problem as it will not really improve the viewing angle. You can Google for instruction on how to wire the mirrors but since you already have the mirror installed I assume its already wired. One thing of note though is that when all is said and done, the mirror when folded looks different from passenger and driver side when folded. One side folds in more than the other. I don't know if it is that way from the factory or the fact that i used the USDM housing instead. Its not really noticeable if you ask me. I hope this helps.
