Could also be the brake pedal stopper.. happened to me. Its a little plastic part that is on the brake pedal assembly and is known to fall apart after 20+ years. Without it the brake lights won't work.

Try your horn fuse under the hood. Doesnt make sense, I know. But mine was blown and tail lights didn't work. I fixed it and the problem was solved.
