Hey guys so I've got a 95 civic that I swapped an h22 into about 6 months ago. Since the swap I've had this weird problem where when I turn the key to the on II position, my speedometer instantly jumps to 20mph. I know it's not the cluster because I have tried this with 3 different clusters. I'm also pretty sure it isn't the VSS because it does it when the VSS isn't even connected, and the car isn't running. All fuses are good and I'm stumped. Any help would be greatly appreciated.

Does it do it while driving?

 

It does it until the car gets over 20mph and then it works pretty much normal. But I have noticed the mph is always like 10 off. Such a weird problem -__-

 

My speedometer is all messed up too. Sometimes itll work fine and at times it wont register until about 20mph and will jump around all dumb.
