Rust Repair (Pics)
I had similiar rust problems in the same places. And if you dont want to, or cant weld anything like me this is a good cheap way, only costs $40-50 for supplies.
For the quarter panels and wheel well i took a pair of pliers or vice grips and bent out the rusted area. Doing this will expose where the rust is at and how much will need to be cut out. The rusted metal should begin to beak off and separate from the rest of the body, especially if the rust has eaten completely through. Also remove paint so u can see the bare metal. i apply paint stripper then sand 3 inches around the rust.
Once i had the rusted area pulled out,cut it clean off with a hack saw. i used a hand hack saw, electric would be much easier.
Use a hammer to lay the edges back down, and tap them down about 1/4 inch lower than originaly. Scuff the bare metal surface with a low grit sand paper to appy body filler(60 grit)
First take fiber glass mat and fiber glass resin and rebuild the areas you cut out(let dry 24hrs)
Then apply bondo on top,and all around, the fiber glass and begin to sand!
This is a very tedious process and involves alot of sanding.
I repaired a rusted 5" section on the corner of my trunk, and both rear quarter panels in two days using fiberglass and bondo.
Use a really low grit paper and a block to knock down the bondo and fiber glass quick. you can even cut it with a saw to take out large portions.
Get a can of self etching primer and apply as many layers needed to fill any pin holes, then primer sealer on top of that.
Hope this helps. Ill have some pictures in my thread soon
Are you planning on painting the car?

I mean I it doesn have to be pretty I would just rattle can it a color close to the car just dont want it to spread any further.
I cant/dont have access to any them tools for cutting and replacing a quarter panel, nor do i have the skills to do so either.
