Default Vtec pins stock

Has anyone ever have the vtec pins get stock. I recently bought a 95 coupe EX.
Looks like the car had been sitting for a while. I did a basic tune up.
The other day I kinda beat on it a bit and all of the sudden I get the check engine light, and the car idle very bad like it had a misfire, but responded good above 2k rpm. Went home and checked the cel and it was the Vtec pressure switch.
I took of the vtec solenoid off and noticed some oil sludge. Clean it and put it back on but still it idled bad. Something told me that maybe the vtec was still engaged. Took the valve cover off and I was surprised to see that on two of the cylinders the vtec pins on the rocker arms where stock on. Also there is alot of sludge on the head.
Has this ever happen to anyone? I tapped them a bit with a screw driver but they did not release. Gonna have to take the rocker arm assembly off . I will probably run some Seafoam to get some of the sludge off too.

You might have to take the rocker assemblies apart and clean them up.
