Hello, I would like to start off by thanking anyone who takes the time to read this and help!
I have a 94 civic EX with some mods. When I bought it it was virtually stock. I am now trying to install a set of Stanley Fog lights I purchased Via Ebay using the harness provided. It appears to be a "JDM" harness. I say that after reading...

This told me to plug into 1,2 or 1,3 depending on weather you follow OPs pic, or post 11.
I get power to my oem switch using accessory ports 1,3 on the under dash fuse box. However I have not been able to turn the lights on. The switch does illuminate, and the bar lights up when the switch is engaged.
I'm not 100% sure I'm plugging in to the correct ports or if I have wired the under hood harness incorrectly.
To add to the confusion, my car currently has ports 5,4,3 in use by some harness that came on the car. My car does not have an after market alarm to my knowledge. IE no key less remote, no horn in my engine bay. I was under the impression that only alarms would go there.
On to the pics.

This is currently in my car, I know not what it does?

After hours of confusion I am at a total loss on how to proceed. I have checked the bulbs in the fog lights, the appear to be good, and I even tried using the black wire as ground or power and have been unsuccessful thus far.

after reading the pdf on the 2000 civic install and a few random posts about the oem harness, I have learned that 94-95 civics came pre wired for fogs. that there is a harness between the under hood and under dash harnesses provided with my stanley fog lights. However, I can't seem to find them. I can't seem to find any information on the oem 92-95 civic fog light install. Does any one have a link or something to the oem step by step install?

I traced the mysterious wires back..

Not really sure since I've never installed an alarm, but kind of looks like it too me. However my car came with no remote or mention of an alarm..

could be a killbox from a carlot..ive seen them installed on trucks and stuff, you dont pay your bill, they shut it down with a box like that.
the black wire should be ground. least if i was hooking it up i would treat it as a ground.

So got everything working. I used a friend that's an actual Honda tech to help locate the under dash part of the Oem wiring.
This pic below is the under hood part that connects to my jdm harness. Interestingly enough the usdm uses a different connector for the under dash, so I used my after market fog harness and cut it up to make a converter. Everything works great and it's super clean. Plus Oem fitment!
The factory installed fog light harness has the blue tap on it.
